To be eligible for assistance with other expenses that are not housing needs, you must also meet all of the following: The President has declared a disaster in your area. You or someone in your household is a US Citizen, born in American Samoa and Swains Island, or is an eligible non-citizen. You filed a claim with your insurance company and the damages are not covered by your insurance. The expenses or needs are the result of the disaster and are necessary, such as medical care due to an injury. You have exhausted all other avenues of assistance including loans from the SBA or using insurance proceeds.
